17/05/2019 - York Central Access Road and Station Access Improvements - Change Request ref: 609    Recommendations Approved

To enable City of York Council to continue the preparation of the Full Business Case+ for York Station Frontage (YSF) including securing full planning consent for the YSF element of the wider York Central Access and Station Access Improvements scheme and to enable the acquisition of land associated with the removal of Queens Street Bridge.

To enable improvements to the access arrangements around York railway station to benefit all transport modes by creating a more efficient interchange and attractive public realm areas in the area between the City Wall and the station building.

Decision:

To approve the change request to the York Central Access Road & Station Access Improvements scheme to release additional development funding for the York Station Frontage element.

To approve that the Combined Authority enters into an addendum to the existing funding agreement with City of York Council for additional expenditure of up to £1.18 million from the West Yorkshire + Transport Fund. This is within the indicative approval of £37.32 million approved by the Combined Authority’s Investment Committee on 13 March 2019.

03/05/2019 - Award of contract for Investment Readiness Programme ref: 608    Recommendations Approved

To enable the successful delivery of the Investment Readiness programme; an advice and guidance service to small and medium sized enterprises (SMEs) in Leeds City Region (except Barnsley).

10/05/2019 - Leeds City Region Growth Service ref: 607    Recommendations Approved

To enable delivery of a dedicated, flexible business support service for the Leeds City Region’s larger SMEs by a team of 19 SME Growth Managers providing information, diagnosis and brokerage function for their clients. This involves understanding the needs of the business and then linking them directly to the right support at the right time to meet their ongoing business needs.

Decision:

To approve that the Leeds City Region Growth Service project proceeds through decision point five and work commences on activity six (Delivery).

To give approval to the Combined Authority’s contribution of £2,465,413 (£1,700,878 from the ERDF (European Regional Development Fund) and £764,535 from the BEIS (Business Energy and Industrial Strategy) fund towards a total project value of £3,401,756.

10/05/2019 - Corporate Technology Programme ref: 606    Recommendations Approved

To enable work to commence on the delivery of key work packages included in the Combined Authority’s Corporate Technology Strategy (CTS) as approved in March 2018.

To approve that the first phases of the following Corporate Technology Programme (CTP) work packages proceeds through decision point 5 and work commences on activity 6 (delivery) :

o B03 Active Directory
o B04 Network Infrastructure
o B05 Windows Server Upgrades
o D01 Mobile Access to Corporate Applications
o D02 End User Devices
o D04 Sharepoint online and Office 365

To give approval to the total value of the above work packages of £2,183,996, taking the total approval for the CTP to £3,090,996

To give approval to utilise the already approved £257,000 of funding for the contingency/ start-up costs for the remaining projects is given.
