endorsed the request from officers to provide indicative approval

present it at the next meeting of the Committee to be held on 26
May 2024.

Leeds City Centre Package, Armley Gyratory - Phase
2A
That, subject to the conditions
set by the Portfolio Investment Panel, the Committee
approved:
- That Phase 2A of the
Leeds City Centre Package Armley Gyratory scheme was authorised to
proceed through decision point 4 (full business case) and work
commences on activity 5 (delivery).
- The Combined
Authority’s contribution of £5,915,000 to the scheme,
which took the total approval to £37,425,000. The total value
being £41,970,000.
- That the Combined
Authority enter into an addendum to the existing Funding Agreement
with Leeds City Council for expenditure of up to
£37,425,000.
- That future approvals
would be made in accordance with the assurance pathway and approval
route and tolerances outlined in the report.
Leeds City Centre Package, Armley Gyratory - Phase
2B
That, subject to the conditions
set by the Portfolio Investment Panel, the Committee
approved:
- That Phase 2B of the
Leeds City Centre Package Armley Gyratory scheme was authorised to
proceed through decision point 4 (full business case) and work
commences on activity 5 (delivery).
- The Combined
Authority’s contribution of £4,545,000 to the scheme,
which took the total approval to £41,970,000. The total value
being £41,970,000.
- That the Combined
Authority enter into an addendum to the existing Funding Agreement
with Leeds City Council for expenditure of up to
41,970,000.
- That future approvals
would be made in accordance with the assurance pathway and approval
route and tolerances outlined in the report.

TCF Leeds City Centre Cycle Connectivity

That, subject to the conditions
set by the Portfolio Investment Panel, the Committee
approved:
- The change request to
increase the scope of the Leeds City Centre Cycle Connectivity
scheme, by extending the Dewsbury Road Connector project to deliver
further segregated cycle lanes and improved provision for
pedestrians and bus users, and to extend the delivery timeframe
from March 2024 to March 2025 be approved.
- The Committee noted
the Combined Authority’s contribution of £7,057,000 to
the scheme, as the funding had already been approved, with the
total value being £8,057,000.
- Future approvals
would be made in accordance with the assurance pathway and approval
route and tolerances outlined in the report.
