The Energy Accelerator scheme will provide a project development support service to remove barriers relating to a lack of project development funding and expertise.

To implement the recommendations of the Programme Appraisal Team (PAT) meeting of 15 August 2018 under the delegation of the Managing Director as approved by the Combined Authority on 6 July 2016.

The PAT recommends to the Combined Authority’s Managing Director that:

·         The Energy Accelerator project proceeds through Decision Point 5 and work commences on Activity 6 (Delivery).

·         Approval is given for expenditure up to 3.513 million Euros – approximately. £2.997 million (to be funded from the European Investment Bank’s ELENA Fund), together with £820,000 Local Growth Fund, taking the total project value to approximately £3.817 million (dependent upon exchange rate at the time of approval).

·         Approval to enter into Project Sponsor Agreements for the provision of Services from the Accelerator is delegated to The Combined Authority’s Head of Legal & Governance.

·         Future approvals are made in accordance with the Assurance Pathway and Approval Route outlined in this report including at Decision Points 6 & 7 through a delegation to the Combined Authority’s Director of Delivery following a recommendation by the Combined Authority’s Programme Appraisal Team. This will be subject to the scheme remaining within the tolerances outlined in this report.

To enable the Energy Accelerator to be established and operational from Late September 2018.
