Approval for the scheme to progress through Activity 5 (Full Business Case with finalised costs)

Decision:

To approve that

 

·        The GBF Grey to Green (Sovereign Square Footbridge and Crown Point Road elements) scheme proceeds through Full Business Case with Finalised Costs and work commences on activity 5 (Delivery).

 

·        Approval to the Combined Authority’s contribution of £3,854,000 (which will be funded from the Getting Building Fund) is given, which brings the total approval to £8,600,000. The total scheme value is £13.117 million.

 

·        The Combined Authority enters into a funding agreement with Leeds City Council for expenditure of up to £8,600,000 from the Getting Building Fund.

Reasons for the decision:

To enable delivery to commence on the construction of a new footbridge across the River Aire from Sovereign Square to connect the South Bank to Leeds city centre and Leeds Railway Station, together with the redesigning of Crown Point Road to improve links between the new Aire Park and key uses in the area including education facilities and transport hubs.
