Purpose:

To enable work to commence on the development of the Full Business Case for the Elland Station and Access Package project which would ultimately lead to the construction of a new railway station at Elland, an associated 166 space car park and an access package to facilitate pedestrian and cyclist access by linking the station to the town centre and other nearby sources of demand.

Decision:

To approve that the Elland Station and Access Package project proceeds through decision point 3 of the Combined Authority assurance process and work commences on activity 4 (Full Business Case (FBC)).

To give an indicative approval to the Combined Authority’s contribution of £19.991 million from the West Yorkshire-plus Transport Fund with full approval being granted once the scheme has progressed through the assurance process to decision point 5 (FBC with finalised costs).

To approve development costs of £1.3 million (rail station at £884,595, and the access package at £415,405) to progress the scheme to decision point 4 (FBC).

To approve that the Combined Authority enters into a Funding Agreement with Calderdale MBC for expenditure of up to £700,153 from the West Yorkshire-plus Transport Fund.
