DfT allocations to West Yorkshire District
Councils of the Pothole Action Fund for 2017/18. Previously
pot-hole funding was paid directly to Districts but following a
change to DfT arrangements, the total funding will now be paid to
West Yorkshire Combined Authority to be distributed to the
Districts to the formulae / allocations specified by the
DfT.

Reason for urgency:
The Pothole Action funding in 2016/17 was paid directly to local highways authorities. For 2017/18 onwards, DfT notified that this approach would change and that Pot Hole Action funding will be paid to WYCA, for onwards allocation to Local Highways Authorities as a result the fund was not considered to qualify as a scheme which requires assurance as part of WYCA’s Assurance Process. However, in order to allocate to the Districts expenditure approval from WYCA is required.
As a result of the scheme not passing through WYCA’s assurance process, it was not highlighted as a key decision in sufficient time, to meet the 28 days requirement and as a result an exemption is required.
The decision cannot be delayed until December’s WYCA, as the Pothole Action Fund is an annual allocation and therefore is required to be spent this financial year.
