23/04/2021 - Corridor Improvement Programme: Wakefield - A650 Newton Bar ref: 1027    Recommendations Approved

To approve that

 

·        The Corridor Improvement Programme Wakefield A650 Newton Bar scheme proceeds through decision point 5 and work commences on activity 6 (Delivery).

 

·        Approval to an additional £8.285 million from the West Yorkshire plus Transport Fund (WY+TF) is given, taking the total approval from the WY+TF to £8.635 million. The total scheme value is £8.720 million.

 

·        The Combined Authority enters into a funding variation agreement with Wakefield Council for expenditure of up to £8.635 million from the WY+TF.

23/04/2021 - Transforming Cities Fund: Leeds City Centre Cycle Improvements ref: 1026    Recommendations Approved

To approve that (subject to the conditions set by the Programme Appraisal Team (PAT)):

·        The Transforming Cities Fund (TCF): Leeds City Centre Cycle Improvements Phase 1 scheme proceed through decision point 4 (Full business case) and work commences on activity 5 (delivery).

 

·        Approval to the total scheme Phase 1 cost of £1.641 million (which will be funded from the Transforming Cities Fund Programme) is given.

 

Conditions:

The following conditions have been set by PAT to gain Approval to     Proceed to Delivery:

·        The total phase 1 scheme cost is within those set out in the FBC approval.

·        The legal TRO process for Phase 1 scheme completed.

·        The grant funding agreement has been agreed with the Combined Authority and is ready for signing.

(a)      That the Combined Authority approves the proposals outlined in the submitted report for changes to be made to the Combined Authority’s decision-making arrangements, including in relation to structures and membership, following the election of a Mayor for West Yorkshire.

 

(b)      That officers be asked to work up the detail of the governance arrangements including terms of reference for the committees, the scope of delegated authority to be exercised by each of the decision-making committees and frequency of meetings to enable this to be approved and implemented at the Annual Meeting of the Combined Authority on 24 June 2021.

 

(c)      That the Combined Authority notes that to enable the Authority to make the necessary appointments to the new committee arrangements at the Annual Meeting, officers will be required to liaise with Constituent Councils following the local elections to seek nominations based on the proposed committee structure and membership in anticipation of the formal appointment of the same on 24 June 2021.
