19/03/2024 - Corridor Improvement Programme - A6177 Outer Ring Road, Thornton Road and Toller Lane Junction ref: 1709    Recommendations Approved

Change request to separate elements of the scheme, progressing one and pausing the other, and to increase development funding.

The change request to separate the A6177 Thornton Road and A6177 Toller Lane Junction schemes is approved and that the A6177 Toller Lane scheme will be pipelined at FBC stage. The indicative funding will be split across the schemes with an indicative allocation of £8,290,000 for the A6177 Thornton Road scheme and development funding of £1,920,000 for the A6177 Toller Lane scheme. The indicative allocation for the A6177 Thornton Road and A6177 Toller Lane Junction schemes is £10,210,000.

The change request to increase the development funding allocation by £2,990,030, from £946,670 up to
FORM: WROD1 (Written Record of an Officer)
£3,937,000 is approved. This is to be split across the two schemes with up to £2,017,000 for the Thornton Road scheme and up to £1,920,000 for the Toller Lane scheme.

The Combined Authority enters into an addendum to the existing funding agreement with the City of Bradford Metropolitan District Council for expenditure of up to £3,937,000 from the West Yorkshire plus Transport Fund.

29/01/2024 - BSIP - Bus Network Plan and Superbus ref: 1675    Recommendations Approved

To request funding of over £1m to deliver additional service enhancements with tranche 1.5.

(i)              That the Committee noted the content of the report and feedback provided.

 

(ii)             That the Committee approved the approach to allocating the BSIP Phase Three funding and these proposals are submitted to the DfT by 31 January 2024 and form the basis of an updated Enhanced Partnership with operators.

 

(iii)           That the Committee approved that the change request (Appendix 1) be approved, to the change of scope of the BSIP Superbus element of the scheme, and to release a further £3,168,245 from the existing Bus Network Plan and Superbus scheme budget, taking the totalapproval from £7,998,434 to £11,166,679, subject to discharging the Conditions delegated to the Executive Director of Transport. The total scheme cost remained at £29,100,000. The additional approval would fund:

 

·                 Up to £2,000,000 to deliver the Wakefield Superbus scheme.

 

·                 £1,168,245 increase in cost to deliver the revised Halifax to Huddersfield Superbus scheme, increasing the budget from £1,469,527 up to £2,637,772.

 

(iv)           That the Combined Authority will provide funding to the bus operators, by using existing contractual arrangements, for expenditure of up to £11,166,679 from the Bus Service Improvement Plan Revenue funding.

 

(v)             That future approvals be made in accordance with the assurance pathway, approval route, and tolerances outlined in the report. Where required, any future committee level approvals be delegated to the Transport Committee.

19/03/2024 - Dewsbury - Cleckheaton Sustainable Travel Corridor ref: 1672    Recommendations Approved

To enable the Dewsbury – Cleckheaton Sustainable Transport Corridor scheme to proceed through decisionpoint 4 (full businesscase) of the Combined Authority’sassurance process and for work to commence on activity 5 (Delivery) subjectto conditions set by the Combined Authority’s Portfolio Investment Panel.

Approval to the Combined Authority’s contribution of £15,799,977 is given subject to an Approval to Proceed. The total scheme value is £15,799,977.

 

Approval of additional development costs of £854,355, taking the total approval to £2,782,005 to progress the scheme to Approval to Proceed, is given.

 

The Combined Authority enters into an addendum to the existing Funding Agreement with Kirklees Council for expenditure of up to £2,782,005.

13/03/2024 - Leeds City Centre Network and Interchange Package - Armley Gyratory ref: 1673    Recommendations Approved

The scheme will proceed through decision point 4 (full business case) to deliver improvements to the Armley Gyratory to improve traffic flow and increase capacity.

Leeds City Centre Package, Armley Gyratory - Phase 2A

 

That, subject to the conditions set by the Portfolio Investment Panel, the Committee approved:

 

(i)    That Phase 2A of the Leeds City Centre Package Armley Gyratory scheme was authorised to proceed through decision point 4 (full business case) and work commences on activity 5 (delivery).

 

(ii)   The Combined Authority’s contribution of £5,915,000 to the scheme, which took the total approval to £37,425,000. The total value being £41,970,000.

 

(iii)That the Combined Authority enter into an addendum to the existing Funding Agreement with Leeds City Council for expenditure of up to £37,425,000.

 

(iv)That future approvals would be made in accordance with the assurance pathway and approval route and tolerances outlined in the report. 

 

Leeds City Centre Package, Armley Gyratory - Phase 2B

 

That, subject to the conditions set by the Portfolio Investment Panel, the Committee approved:

 

(i)    That Phase 2B of the Leeds City Centre Package Armley Gyratory scheme was authorised to proceed through decision point 4 (full business case) and work commences on activity 5 (delivery).

 

(ii)   The Combined Authority’s contribution of £4,545,000 to the scheme, which took the total approval to £41,970,000. The total value being £41,970,000.

 

(iii)That the Combined Authority enter into an addendum to the existing Funding Agreement with Leeds City Council for expenditure of up to 41,970,000.

 

(iv)That future approvals would be made in accordance with the assurance pathway and approval route and tolerances outlined in the report.

(i)    The change request to increase the scope of the Leeds City Centre Cycle Connectivity scheme, by extending the Dewsbury Road Connector project to deliver further segregated cycle lanes and improved provision for pedestrians and bus users, and to extend the delivery timeframe from March 2024 to March 2025 be approved.

 

(ii)   The Committee noted the Combined Authority’s contribution of £7,057,000 to the scheme, as the funding had already been approved, with the total value being £8,057,000.

 

(iii)Future approvals would be made in accordance with the assurance pathway and approval route and tolerances outlined in the report.
