To bring forward an Outline Business Case for the Princes Square development element of the wider LISM scheme, enabling Network Rail to progress with scheme design and associated consultation supported by the Combined Authority and Leeds City Council.

• The change request to the Leeds Integrated Station Masterplan scheme for a funding approval of £250,000 additional development costs as part of the overall scheme costs for the Princes Square element of the scheme, to be funded from the Leeds Public Transport Investment Programme, is approved.

• The Combined Authority enters into a Design Services Agreement with Network Rail for expenditure of up to £250,000 from the LPTIP Fund.

To enable partner councils to continue to progress development of their individual Transforming Cities Fund (TCF) schemes.

• The Combined Authority’s contribution of up to £1.109 million from the West Yorkshire + Transport Fund Transformation Programme to fund partner councils’ TCF development work in the short term.

• That the Combined Authority enter into a Funding Agreement with each of the partner councils for expenditure up to £1.109 million.
