24/01/2020 - South Kirkby Enterprise Zone ref: 741    Recommendations Approved

To enable work to commence on delivery of an extension to the South Kirkby Business Park Enterprise Zone site (as part of the Leeds City Region Enterprise Zone Programme), including the provision of four new industrial/warehouse units, to be serviced by an extension to the existing access road to the site, Data Drive, a new electricity substation, internal site roads and a drainage swale to assist with the drainage issues associated with the site.

• Approval to the Combined Authority’s contribution of up to a maximum of £2,674,620 which will be funded through the Local Growth Fund. The total project cost is £7,779,723.

• The Combined Authority enters into a Funding Agreement with the developer for expenditure of up to £2,674,620.

17/01/2020 - Appointment of Consultants to provide business case support for the Transforming Cities Fund Programme ref: 714    Recommendations Approved

To provide early development support for the TCF programme utilising some of the £3m funding approved by the CA at its meeting in August 2019. Consultancy support is required for programme development and management, as well as providing additional resource and support to Partners for scheme development where gaps in capacity and skills and expertise have been identified.

To date, much of the development work undertaken to compile the programme SOBC has been undertaken by partners existing resources along with support provided by the CA through it’s consultants in place for the Inclusive Growth Corridor work. This has meant that resources have been diverted from existing programmes of work such as the Transport Fund resulting in delays to delivery of those projects and programmes. This will be addressed by the appointment of a dedicated Strategic Development Partner for the TCF programme.

A compliant Procurement Exercise was undertaken through the Combined Authority’s Dynamic Purchasing System to tender for a preferred supplier.

(iii)            That the Committee agreed the need to make a strong and compelling case to DfT alongside the rail industry to fund as a matter of urgency interventions being identified to allow longer trains to operate into and out of Leeds to and from Castleford / Wakefield / Barnsley via Woodlesford that currently rely on Platform 17.

 

(iv)           That the Committee the ongoing membership of the Consortium of East Coast Mainline Authorities for the 2020/21 financial year, with a financial contribution of up to £10,000 be agreed.

 

(v)              That the Committee agreed to ongoing transport policy and communication officer time to support the work of ECMA.

(b)       In respect of Leeds City Region Skills for Growth –

 

That following a recommendation from the Investment Committee, the Combined Authority approves:

(i)      That the Leeds City Region Skills for Growth programme proceeds through decision point 2 and work commences on activity 5 (full business case with finalised costs)

(ii)     That an indicative approval to the Combined Authority’s contribution of £2.429 million (which will be funded through £1.464 million from the ESIF fund and £964,925 from the Local Skills Fund is given with full approval to spend being granted once the outcome of the ESIF bid is known and the scheme has progressed through the assurance process to decision point 5. The total project value is £2.929 million with the remaining £500,000 to be raised from business sponsorship. 

(iii)    That future approvals are made in accordance with the assurance pathway and approval route outlined in the submitted report including at decision point 5 through a delegation to the Combined Authority’s Managing Director following a recommendation by the Combined Authority’s Programme Appraisal Team. This will be subject to the scheme remaining within the tolerances outlined in the report.

(iv)   That the Combined Authority enters into a Funding Agreement with the developer for expenditure of up to £1.9 million from the LPTIP Fund.

(v)     That future approvals are made in accordance with the assurance pathway and approval route outlined in the submitted report including at decision point 5 through a delegation to the Combined Authority’s Managing Director following a recommendation by the Combined Authority’s Programme Appraisal Team. This will be subject to the scheme remaining within the tolerances outlined in the report.

(i)      That the A660 Holt Lane project proceeds through decision point 5 and work commences on activity 6 (Delivery).

(ii)     That approval to the total project value of £1.150 million is given from the LPTIP fund.

(iii)    That the Combined Authority enters into an addendum to the Funding Agreement with Leeds City Council for expenditure of up to £1.150 million from the LPTIP Fund.

(iv)    That future approvals are made in accordance with the assurance pathway and approval route outlined in the submitted report following a recommendation by the Combined Authority’s Programme Appraisal Team. This will be subject to the scheme remaining within the tolerances outlined in the report.

(j)         In respect of Leeds City College, the Combined Authority approves the recommendations of the Investment Committee on the 4 December 2019 as outlined in Exempt Appendix 1 of the submitted report.
