Melanie Taylor, Northern Gas Networks provided an update to members following her presentation to members on 9 July 2019.

 

Resolved: That the minutes of the meeting of the Green Economy Panel held on 9 July 2019 be approved.

The Chair welcomed to the meeting Nick Robins and for his time and insight.

 

Constructive Workshop Sessions had taken place following the LEP Board meeting held in September which were encouraging.

The Panel considered a report to provide an update on the Energy Accelerator (EA) programme

 

The Panel discussed the contents of the report which provided a comprehensive update on the Energy Accelerator (EA) programme including progress on development of the pipeline and showed that the Pipeline is expected to meet and exceed the EIB’s 18 month KPI.

 

Resolved:

 

(i)            That the update on Energy Accelerator (EA) programme including progress on development of the Programme be noted.

The Panel considered a report to provide an update on the Energy Strategy and Delivery Plan with a focus on the recent Climate Declarations and initial next steps to become a net zero carbon Leeds City Region.

 

The Panel discussed and noted the update which included activity and initial phases, immediate opportunities and next steps.  Appendix 7 included a summary of the work packages planned by the Combined Authority to assist the City Region and meet its targets.

 

Resolved: That the report and information provided in the Energy Strategy and Delivery Plan be noted.

The Panel considered a report to update on the North East Yorkshire and Humber NEYH) Energy Hub Programme, current LCR focussed projects and the new Rural Community Energy Fund (RECF) 

 

Members discussed the contents of the report and the objectives of the Local Energy Hubs to:

 

·         Increase the number, quality and scale of local energy projects.

·         Provide LEPs and local authorities with additional resources and capacity.

·         Raise awareness and enable local areas to attract private and/or public finance for energy projects

 

Resolved:  That the contents of the report be noted.

The Panel considered a report to update on Major Projects, Energy Accelerator,, Better Homes Yorkshire, Resource Efficiency Fund, RE-Biz (formerly REF2), District Heat Network (DHN), Green and Blue Infrastructure (GBI) Strategy and Delivery Plan and a summary of items discussed at Transport Committee.

 

Resolved:  That progress against the major projects and programmes be noted.
