Albert Street Flood Alleviation Scheme

 

That the Committee, subject to the conditions set by the Portfolio Investment Panel, approved that:

 

      i.         The Albert Street Flood Alleviation Scheme proceeded through Decision Point 2 to 4 (Business Justification) and work commenced on Activity 5 (Delivery).

 

     ii.         Approval was given to the Combined Authority’s contribution of £526,176. The total scheme value was £526,176.

 

    iii.         The Combined Authority entered into a Funding Agreement with Kirklees Council for expenditure of up to £526,176.

 

   iv.         Future approvals were to be made in accordance with the assurance pathway and approval route and tolerances outlined in the report.

 

Sheepscar Beck Refurbishment Scheme

 

That the Committee, subject to the conditions set by the Portfolio Investment Panel, approved that:

 

      i.         The Sheepscar Beck Refurbishment Scheme proceeded through Decision Point 4 (Full Business Case) and work commenced on Activity 5 (Delivery).

 

     ii.         Approval was given to the Combined Authority’s contribution of up to £620,104. The total scheme value was £1,563,401.

 

    iii.         The Combined Authority entered into a Funding Agreement with Leeds City Council for expenditure of up to £620,104.

 

   iv.         Future approvals were to be made in accordance with the assurance pathway and approval route and tolerances outlined in the report.

 

Brighouse Flood Alleviation Scheme

 

That the Committee, subject to the conditions set by the Portfolio Investment Panel, approved that:

 

      i.         The Brighouse Flood Alleviation Scheme proceeded through decision point 4 (full business case) and work commenced on activity 5 (delivery).

 

     ii.         Approval was given to the Combined Authority’s contribution of £4,499,000. The total scheme value was £30,809,000.

 

    iii.         The Combined Authority entered into a Funding Agreement with the Environment Agency for expenditure of up to £4,499,000.

 

   iv.         Future approvals were to be made in accordance with the assurance pathway and approval route outlined in this report. This was subject to the scheme remaining within the tolerances outlined in the report.

That the Committee, subject to funding confirmation, approved that:

 

      i.         The change request to the Better Neighbourhoods program for additional funding of up to £150,000, taking the total program approval from £2,060,000 to £2,210,000, was approved. The total program cost was £2,210,000.

 

     ii.         The Combined Authority entered into addendums to the existing Funding Agreements with each of the West Yorkshire partner councils.

 

    iii.         Delegated authority was granted to the Combined Authority’s Senior Responsible Officer (Head of Place and Environment Policy) to allocate additional funding to partner councils, where required.

 

   iv.         Delegated authority was granted to the Head of Place and Environment Policy and Deputy Director, Legal, Governance, and Compliance Services respectively, in consultation with each other, to finalise the addendums to the existing Funding Agreements between the Combined Authority and the partner councils to support the delivery of Better Neighbourhoods, and all other related legal documents that may have been required.

 

     v.         Future approvals were made in accordance with the assurance pathway and approval route outlined in the report. This was subject to the scheme remaining within the tolerances outlined in the report.
