Purpose:

Approval for the Institute for High Speed Rail and System Integration scheme to proceed through Decision Point 5 (Full Business Case with Finalised Costs) and work commence on Activity 6 (Delivery).

Decision:

To approve that the Institute for High Speed Rail & System Integration (IHSR&SI) Phase 1 scheme proceeds through decision point 5 (Full business case with finalised costs) and work commences on activity 6 (delivery).

To give Indicative approval to the Combined Authority’s total contribution of £13.047 million from the Growth Deal towards a total project value is £39.913 million.

 

To give approval of up to £9.252 million Combined Authority contribution for Phase 1 against defrayed expenditure of up to £23.130 million.

 

To approve that the Combined Authority enters into a Funding Agreement with Leeds University for expenditure of up to £9.252 million

 

Reasons for the decision:

To enable work to commence on delivery of the new Institute for High Speed Rail & System Integration site at the University of Leeds’ new Leeds Technology Campus (LETeC) – a 9.9-acre site to the east of Leeds sitting within the Leeds Gateway (Aire Valley) Enterprise Zone.
