Purpose:

Approval for the scheme to progress through Activity 5 (Full Business Case with finalised costs).

Decision:

To approve that

 

·        The GBF Grey to Green scheme (Stage 2 - Meadow Lane) proceeds through decision point 5 and work commences on activity 6 (delivery).

 

·        The changes to the GBF Grey to Green scheme (Stage 1 - Corn Exchange) to re profile the funding and increase the GBF funding from £0.4 million to £1.187 million are approved.

 

·        Approval to the Combined Authority’s contribution of £3.250 million for the Stage 2 - Meadow Lane works, which will be funded from the Getting Building Fund is given. The overall Grey to Green project has a total value of £11.887 million.

 

·        The Combined Authority enters into a Funding Agreement with Leeds City Council for expenditure of up to £4.748 million from the Getting Building Fund.

 

Reasons for the decision:

To enable delivery to commence on the Meadow Lane phase of this scheme in Leeds city centre, replacing an existing surface car park with a new green space that will form an entrance to the planned “Aire Park” on the former Tetley site.

To ensure funding is in place to ensure delivery of the previously approved Corn Exchange phase of the scheme.
