Purpose:

Approval for the scheme to progress through Activity 5 (Full Business Case with finalised costs) and work commence on Activity 6 (Delivery).

Decision:

To approve that the Corn Exchange City Centre Gateway scheme proceeds through decision point 5 of the Combined Authority’s assurance process and work commences on activity 6 (Delivery).

 

To give approval to the Combined Authority’s contribution of £23.709 million, of which £14.209 million from the Leeds Public Transport Investment Programme (LPTIP) and £9.5 million from the West Yorkshire plus Transport Fund (WY+TF), towards a total scheme value of £24.615 million.

 

To give approval for the Combined Authority to enter into a variance of the existing LPTIP Funding Agreement with Leeds City Council for expenditure of up to £14.209 million.

 

To give approval for the Combined Authority to enter into a variance of the existing WY+TF Funding Agreement with Leeds City Council for expenditure of up to £9.5 million. 

Reasons for the decision:

To enable delivery to commence on a series of improvements to bus, pedestrian, and cycling infrastructures, as well as enhancements to the public realm in the vicinity of the Corn Exchange in Leeds city centre. The improvements will be delivered across 2.2km of public highway, comprising of Vicar Lane, New Market Street, Kirkgate, and Meadow Lane.
