Purpose:

Department for Transport announced £250 million of Emergency Active Travel funding for local authorities to support walking and cycling in May 2020. Indicative allocations for each authority were announced on 27 May alongside guidance on funding and application process. Final allocations for tranche 1 are dependent on the strength of the applications submitted.

The Combined Authority approved expenditure of funding allocated through tranche 1. This was identified as £2.153 million but the recommendation recognised that there could be some variation in the final amount received. Approval for the allocation between the Combined Authority and the West Yorkshire partner councils was delegated to the Managing Director as these were not known prior to confirmation of funding.

Following submission of the West Yorkshire application for funding, DfT announced that the final allocation for the region was as per the indicative allocation of £2.513 million.

As the submitted West Yorkshire funding application sought more funding than both the indicative and confirmed funding allocation, West Yorkshire partners have undertaken prioritisation of their programmes. The proposed allocations to be paid to partners are as follows:

Note - £7,000 revenue grant funding is proposed to be centrally held, to provide additional Combined Authority delivered behaviour change activity or further allocation to other partners if required.

Letters will be issued to partners setting out the purpose of the funding being allocated and expected conditions to be met.



Decision:

To agree the allocation of tranche 1 of the DfT Emergency Active Travel funding between the Combined Authority and the five West Yorkshire partner councils, which was delegated to the Managing Director by the Combined Authority at its meeting on 25 June 2020. The Combined Authority approved expenditure of the funding that is allocated, which at the time of the meeting was expected to be £2.513 million.
