The approved extension to the loan repayment date for this scheme, which involves the remediation of a former chemical works to unlock the delivery of a low carbon power station, and wider commercial and residential development to the east of Knottingley, Wakefield, will allow time for further geotechnical testing to be carried out on the site once ground conditions allow, thus enabling the signing off of the end of works Validation Report which in turn would allow for completion of sale of the site under the terms of the sale agreement, and for Wakefield Council to discharge planning conditions.

To approve the Change Request for the Knottingley East scheme to: extend the Growing Places Fund (GPF) loan repayment date for from 15th February 2018 to 30th September 2018 or within 30 days of the sale of the land, whichever is sooner, at an interest rate on the entire capital sum for the period of the loan repayment of 4.54%.

To approve that WYCA instructs Leeds City Council to enter into an addendum to the existing funding agreement with St Pauls Developments Ltd to move the loan repayment deadline from 15th February 2018 to 30th September 2018 or within 30 days of the sale of the land, whichever is sooner.

To allow Network Rail to complete pre-nesting works by 1st March 2018 to ensure the main contract to deliver 203 new car parking spaces at Mytholmroyd station, as part of the WY+TF Rail Park & Ride Phase 1 Programme, can be delivered without further slippage.

To approve the Change Request for the Rail Park & Ride Programme - Mytholmroyd pre-nesting works to allow for de-vegetation works to be carried out in advance of the 2018 nesting season and to approve advanced spend of up to £30,000 from the original total scheme funding allocation of £3.64m to progress this work.

To approve WYCA entering into an Implementation Agreement with Network Rail for the value of up to £30.000.00 for the works to be undertaken.
